Director, Service Planning, Scheduling, and Evaluation

Jim Archer serves as the Director of Service Planning, Scheduling, and Evaluation Division in the Planning, Engineering and Construction Department at Houston METRO.
Prior to working for Houston METRO, Jim worked for the North Houston Association, and for the Harris County Toll Road Authority as its Public Information Officer and then Manager of Revenue Collections. At METRO, Jim has worked in the Office of Management and Budget as well as the Infrastructure and Service Development, Marketing, Operations, Planning, and Service Design and Development Departments in addition to his current position in the Planning, Engineering & Construction department. He has chaired METRO's Collaborative Working Group, Cost Control Initiative’s Working Group, Strategic Parking Asset Utilization Task Force, and served on its Transit Fare Task Force. Jim was highly involved in the planning, development, and implementation phases of METRO's successful New Bus Network. Previously, Jim has offered presentations at the 2004 APTA Fare Conference, and the 2009, 2011, 2012, 2015, 2016, and 2017 APTA Multimodal Operations Planning Workshops and co-authored two presentations at the 2013 APTA Multimodal Operations Planning Workshop.
